Yes, but the restrictions really have two dimensions

One is any 'outside oriented' restriction (for lack of a better word) - 
restricting use of the package per se - that's what you are referring to

the other dimension is the restrictions the license exerts on integrating other 
open source packages with incompatible licenses. 

That has been a problem in the past, and it becomes a massive problem if one 
considers replacing the mass of unmaintained legacy code dragged along by 
packages which are actually used and have a life of their own, if only to 
outsource the support problem and gain from other people's work (which I 
thought was key to open source success)
