It IS a legal definition, and it WORKS! BUT, it is

Describing all that in the docs would be messy, right now it
is all described in one paragraph.
To fix the docs, I'd have to have a different paragraph for
the different systems.
The hal_ppmc.c driver supports 3 different devices. There
is a stepper controller, a PWM controller and the original
PPMC which was for analog servos. But, the PPMC has a
digital I/O board that works similarly to the other 2
boards' digital I/O functions.
Since it is so RARELY used, I think it makes sense to fix
the code in 2.8, ONLY, and maybe fix the docs in 2.7
