Definitely not. LinuxCNC needs to be built differently for RTAI, and you cannot
run PREEMPT_RT and RTAI at the same time. I tried but ran into a problem with
mutexes, couldn't fix the compiling error.

RTAI itself (both modules and kernel) would need to be packaged in Debian as
well if linuxcnc-rtai would be mainlined. Otherwise it'd be an orphan.
LinuxCNC-RTAI needs an RTAI kernel too, which is not in the Debian repos.
