It is built conditionally if libgpiod is installed on the system, which is
listed as a build dependency.

Is it possible that the packages are being built on systems with
libgpiod2 ? (which has a completely different API)

I believe that we submit source packages to Debian, so if the module is
missing this looks to me like something happening on the builders?
