It is in control.top.in

Which I thought was used to create control, but maybe that only
happens with our standalone package builds?

Libgpiod2 is a completely different API to libgipod. It will require a
complete rewrite (and possibly some clever makefile wrangling to keep the
two versions interchangeable in our HAL layer).
I assume that the change to libgpiod2 is only in testing, not Bookworm?
