Pinning might be wise, but I don't think it is why my dev system can't
see anything newer than 2.9.4.
A test VM sees 2.9.7 from Bookworm perfectly well. And my Bookworm Pi
also has no problems.

But my compile/test machine:

andypugh@rm-one:/etc/apt$ sudo apt-cache policy linuxcnc-uspace
linuxcnc-uspace:
  Installed: (none)
  Candidate: 1:2.9.4
  Version table:
     1:2.9.4 500
        500 https://www.linuxcnc.org bookworm/2.9-uspace amd64 Packages
     1:2.9.3 500
        500 https://www.linuxcnc.org bookworm/2.9-uspace amd64 Packages
     1:2.9.2 500
        500 https://www.linuxcnc.org bookworm/2.9-uspace amd64 Packages
     1:2.9.1 500
        500 https://www.linuxcnc.org bookworm/2.9-uspace amd64 Packages
     2.9.0~pre1+git20230208.f1270d6ed7-1+deb12u1 500
        500 http://deb.debian.org/debian bookworm/main amd64 Packages

So linuxcnc.org has priority 500, but it isn't seeing the newer
versions. There may be something wrong in the archive (getting all the
files in all the right places is tedious and it's easy to make
mistakes)
