Mike,

I've seen 2 different scenarios with this type of product from a
     safety standpoint.

     1. If the adapter coverts to 115 Vac, then UL applied the standard for
Recreational Vehicle power converters, UL458. It was tough because
they had ground fault requirements in the standard.

     2. If it just takes the 13.8 Vdc, and converts it to voltages less
than 60 Vdc, then we used a UL approved, fused cigarette adapter to
limit the current, and the construction could be covered in 1950.

Then as far as EMC, it technically is a computer peripheral, so the
same EMC standards would apply. We had customers in Europe actually
test these units before they would accept the contract.

     Good Luck,

     Ray

Of course these are my opions, based on my experience. I've always
found the agencies to be helpful with these type of issues.

We are planning to market a car adaptor to allow users to power their
laptops from a car cigarette lighter. Are there any regulations that
apply to this type of product?

     Thanks
