You are correct in that you will need a complete EN55022 A data set for emissions verification. All you have to do is check the A limits of each emissions standard, of which you will find that the limits of each are different with FCC Part 15 being the more generous. I am also quite sure that the EMC Directive makes no reference of FCC Part 15. At any rate, I cannot see where FCC Part 15 A would suffice to demonstrate compliance to EN55022 A.
