The CE Mark doesn`t require for UL/CSA ratings.  
However you have to sincerely investigate with the manufacturer what 
the real reasons are for the lower UL rating , and how it affects your 
application.

Then make your best judgement.If you honestly believe that the product 
is safe then you are free to make the CE MARK Self-Declaration.
