Further to Tony's remarks, I also worked on swimming pool fixtures at UL,
and I remember that a research paper on the subject of shock currents'
effects from broken swimming pool lamps on immersed subjects is (was)
available from UL Pubs.  The study was based on actual testing of people in
a swimming pool.  I am sorry I do not remember the title, but if it is still
available, it may be helpful.
