ATX is a newer form factor for PC Motherboards and
power supplies.  I believe you can find a good deal
of detail on this issue on Intel's website.

Samsung (for one) makes an ATX PS with fan inside. You may want to look at
that.

I can't say that inside fan mounting is better, though.
