The requirements to ITE-products put on the Norwegian market are identical to those of the EU (to which Norway is associated through the EEA-agreement).
Please note that from 1997-01-01 the CE-mark also includes compliance with electrical safety through the introduction of CE-marking in the Low-Voltage Directive (LVD) (93/68/EEC). A CB-test report alone would not be sufficient as it refers to an IEC-standard.
