Here is a direct quote from the Machinery Directive:

"Whereas, for trade fairs, exhibitions, etc., it must be possible to exhibit
machinery which does not conform to this Directive; whereas, however,
interested parties should be properly informed that the machinery does not
conform and cannot be purchased in that condition"

Technically France must comply with the directives, but if they are adding
their own requirements it would probably be a long uphill battle to fight.
I have heard other stories of countries asking for specific requirements
that are nowhere mentioned in the directives.  The manufacturers have given
up and complied with the requests because they can't afford to have their
equipment impounded in a warehouse for five years while they fight the local
government.
