     I'm looking also for approval requirements for Turkey. I found out so 
     far:
     - The CE-mark is fully accepted in Turkey. 
     - Turkey and Germany are very much linked together by History and a 
     large minority of Turkish people in germany. The GS-mark, which is a 
     safety mark in accordance to the German Law for Product Safety is a 
     high image mark in Turkey (not required ... but useful to sell 
     products).
     There exists a TSE mark, that seems to be the only mark I found 
     existing in Turkey so far. But is's not commen and not required to 
     sell in this country.

I can only comment on the safety/EMC approval requirements for telecom 
equipment in South Africa which are compulsary under current Department of 
Posts and Telecommunications (DPT) regulations.

The relevant safety standard is ARP031: 1993 which is basically clause 6 of 
IEC950. (Actually it's more closely aligned with the Australian limits of 
AS/NZS3260.) South Africa are currently aligning their standards to IEC 
standards and hope to make safety IEC standards compulsory in the future.


For EMC, all relevant CISPR publications are used.

ARP031 is available from the South African Bureau of Standards (SABS) which 
is also where any safety and EMC testing has to be performed prior to 
submission to DPT.

I have found that SABS will readily review overseas safety and EMC test 
reports on a case by case basis in an attempt to reduce or eliminate any further

testing required in South Africa. Their contact details are as follows:

Although we are located in Israel, we cannot claim to be experts on the Israeli
type approval process since we have not actually passed any equipment here yet.
However, we recently collated the following information while making some
enquiries on a client's behalf relating to type approval of an analog modem
designed for connection to the PSTN.
 
1. Type approval authority:

Telecommunications Approvals Dept.
Ministry of Communication,

2. Safety Standard
All telecommunications equipment intended for connection to the electricity
supply needs to meet Israeli Standard 1121 (Order No.: Group L; 1-00121-00-0),
which the Israeli Standards Institute says is equivalent to IEC 950. The
Ministry of Communications requires a certificate of approval from the Israeli
Standards Institute, whose address is:

The electronics laboratory is responsible for issuing the safety certificate and

3. EMC Standard
According to the Israeli Standards Institute, the appropriate Standard is
Israeli Standard 961-1 (Order No.: Group K; 1-00961-01-0), which the Israeli
Standard Institute says is equivalent to CISPR 22.

According to a list of Ministry of Communications requirements for analog
equipment for connection to the PSTN,  the appropriate EMC Standards are
Ministry of Communications Specification No. 504, FCC Part 15 (Class A/B was
unspecified), BABT, CNET or FTZ.

The Ministry of Communications requires the full EMC test report from the
equipment manufacturer, or an FCC, BABT, CNET or FTZ test report. The report
should be issued in English (or Hebrew).

4. Analog Telephony Standard
Analog terminal equipment: Ministry of Communications Specification No. 002/87
Analog modems: Ministry of Communications Specification No. 003/85
PBX: Ministry of Communications Specification No. 004/85.

The Ministry of Communications requires the full telecom  test report from the
equipment manufacturer, or an FCC, BABT, CNET or FTZ test report. The report
should be issued in English (or Hebrew).

Parameters specified in the relevant Ministry of Communications Specification
but not already tested for FCC, BABT, CNET, FTZ etc., need to be tested
separately and a report prepared.

Blank reports are available from the Ministry. These take the form of tables
that summarize the various requirements of the relevant Specification for the
equipment to be approved. The equipment manufacturer is responsible for filling
out these tables with references to the test document(s) that indicate that the
requirement is met (e.g., FCC Part 68 test report: page number XXX).

5. Documentation to be Presented to the Ministry
a. Equipment installation manual (for equipment not connecting to the PSTN using
a normal plug and wiring arrangement)
b. Operation manual (needs to be translated into Hebrew)
c. Safety Certificate from Israeli Standards Institute (for equipment to be
connected to electricity supply)
d. Technical specifications
e. Technical description (electrical schematics, line interface diagrams, PCB
layout, document stating the software version and date of release - for
equipment including software)
f. Test reports
g. Filled out copy of relevant Ministry Specification tables, as mentioned
above.

6. Additional Comments
In order to receive a Ministry license to import telecommunications equipment
into Israel, the applicant needs to provide additional papers and fill out forms
associated with maintenance, etc..

There are additional documentation requirements from the Ministry (e.g.,
certificates of quality control of manufacturer, and of adequate support from
the importer, labeling and warranty requirements, etc.), and we recommend you to
apply directly to the Ministry in order to receive an English language copy of
all the requirements.

The Ministry has indicated that new Standards are about to be published that
will simplify the requirements and procedures. However, we have no further
information yet.

As you can see, the whole issue is quite complicated, and in general we have
much more complete information about other countries than about the local
requirements. If your further enquiries reveal new information, or you discover
any inaccuracies in the above summary, I would greatly appreciate it if you will
share your knowledge with us!

Can you tell me if safety certification is required (or not)
for computer peripheral equipment in the following countries:

    Turkey
    Israel
    South Africa

I believe the answer is no (for each country).  But, I'd like
some confirmation.

If you have any details, can you tell me what are the national 
safety standards, if any, in each of these three countries?  
Are they equivalent to IEC 950 or any other popular standard?

Can you also tell me the names and addresses of safety 
certification houses in these three countries?
