If the leakage current from your line filter and power supply alone is
already over the required limit then no matter how much you reduce the
leakage elseware, you're still over the limit.   There still could be one
card to play!  Many North American standards throw the leakage current
requirement out the window if your product is made to be permanently
connected rather than cord connected.  Some standards even have exceptions
for cord connected equipment with a twist lock plug.  The idea is that
there is a more reliable ground connection to "carry away" the leakage
current.
