Hi Moshe, 

You will have to be absolutely sure that the leakage problem 
is NOT from any combination of the following "in sito". 
That is to say "as it is installed in the product". 

(1) the power supply 
(2) the line filter 
(3) the power and line filter combined 

before you try anything.  That should be easy to do.  
But I'm speaking blindly here. 

Once you are past this point, then start isolating each part of the 
primary separately "in-sito".  Knowing nothing about your product, 
I'd start with the insulation of the wires being compromised by crimps, 
check air gaps of things, ...   

But it sounds like there's more to it.
