An additional factor to consider is the "body model" circuit used in the leakage tester. Different load circuits are specified by IEC 601-1 and AAMI ES-1. The old UL 544 was different from both. All give similar results for current sources at frequencies below 100 kHz. The UL load gave significantly different response for voltage sources.
