Thank god Congress hasn't acted on this.  If they did, we would have 
another layer of beauracracy to go through; more fat, overpaid civil (read 
that, silly) servants casting about arbitrary and in most cases totally 
ridiculous requirements and not to mention a hefty cost increase in the end 
product to meet their silly (Government red tape) requirements.  After all, 
when has the Government done any thing good for us that didn't cost us 
money?

>From personal discussions with the FCC, as far as they (FCC) are 
concerned, EMC is a dead issue.  The FCC has on several occasions expressed 
to me that they are not in the business of regulating the quality of any 
device (except maybe broadcast receivers and such).  They are strictly only 
concerned with issues that relate to broadcasting and/or that affect the 
radio frequency spectrum.  EMC, to the FCC, is a quality issue to be 
regulated by the product market.

EMC, if necessary, will have to be regulated through another government 
division office instituted by congress.  As of this date, congress has not 
taken up the subject.

Art Wall of the FCC gave presentations at the last couple of EMC 
Symposium's on where the FCC is going. Check the records. At Chicago, the 
issue of immunity was raised. The only people in the audience that 
supported having legal requirements were the military suppliers and 
customers.
