Arthur: Approximately 5 years ago there was a program sponsored by the
US department of energy called the "Energy Star" program that does just
what you mentioned. Someone in government did a study and calculated
how many watts were being wasted daily by all of the PCs sitting in an
idle state. The Energy star program was proposed as a way to conserve
energy. It is not a mandatory program and computers do not have to meet
but if they do they are entitled to wear the Energy Star logo and
advertise their compliance. This program is still very much in effect
and carries some very strong marketing advantages. Many governmental
agencies require Energy Star compliance for a bid to be considered.
Industry has been somewhat less interested in the program in their
purchase decisions. About two years after Energy Star Germany
introduced the Blue Angel program which has the same energy conservation
requirements but went a bit further in that it added lots of other
environmental requirements to the program. Still voluntary. The
advantage here is also marketing. This program is also still in effect.
I have been out of touch with the PC industry for a while but did look
up Energy Star on the Department of Energy web page and found quite a
bit of information on a site devoted to Energy Star. I was less
successful in finding Blue Angel information. Perhaps some of our PC
board members could point you to more info.
