Be careful - one of the controversial points in 61000-3-2 is whether limits apply to actual power or to rated power. There is a working group in IEC dealing with this issue right now (I think they meet in November). I don't know which way they will go -- I've heard good arguments for using either one, but if I had to guess, I'd say it will end up being actual power being taken by the device during the test.
