As luck would have it, I am working on a similar issue right now.  The
specification I suggest that you look at is EN60945 (IEC 945). This is a
standard that is  presently being used by the boat/ship industry.  It is
entitled: Maritime Navigation and Radiocommunication Equipment and
Systems- General Requirements-Methods of Testing and Required Test
Results
