After a quick poll of a collection of very large companies with bases in the UK the results I have received would not surprise anyone.
Of the 7 replies so far 5 Company representatives support Option 1. Remove functional requirments. 2 Company representatives support Option 2. Keep functional requirments. Guess which replies came from the test labs.
