OFF = round circle with a dark inside.
ON = round circle with a white inside
As far as flashing is concerned, I have no idea.
How about
Slow flashing = round circle with white inside and
just to the right of the symbol,
a series of dashes.
Fast Flashing = round circle with white inside and
just to the right of the symbol,
a series of dots.
Morse code take-off.
