In the CSA standard are obviously described that Varistor can be used after
fuse if comply with flammable test (If use enclosure of Varistor as UL 94-5V)
The detail description is below;
In the CSA 22.2 No.1
If Varistor use for across-the-line use, the Varistor shall be enclosed
to comply with the combustion-resistant enclosure requirements
of Clauses 4.4.3.3 and 4.2.3.4, or it shall be protected by the fusing
specified below;
surge current rating of varistor, up to 501- 2001-
500 2000 6000
Max. rating of fuse 3 5 10
However, There is no any direction about used Varistor after fuse in the
EN and IEC standard.
