A good alternative is a "quarter-turn" fastener, but it has to be installed
correctly so that one cannot open the fastener with their finger.

Subject: Enclosure/cabinet locks
Both CSA and UL state that enclosure doors that provide access to
live parts that can cause electric shock must require the use of a tool or
key of some sort to open or remove the door.
I would like to know if there are interpretations of this
requirement that are different from the basic, "Put a lock on every cabinet
door that you supply." (at least with live parts inside)
How else can one read this requirement?
