The Directive is in effect today and it applies to every type of packaging
including the boxes and pallets we all use. The only reason the Directive
has not been enforced is that there are no standards. CEN has published some
draft standards, but the member states appear to be at an impass on them.
Some want the standards to be have pass/fail criteria. The current drafts
only list high level requirements.

anything about this? What are the acceptable routes to compliance?
