You can only use this clause if your equipment will not be mounted above
other equipment in the telco frame.  So basically, if your equipment
occupies the entire 7' or 11' foot high frame or your equipment is "always"
on the bottom, you could uses this exemption.  

Be cognizant of the consequences of not having a fire enclosure for the
"shelf" or "Frame" level burn test in GR-63-CORE.
