Dave,

The last paragraph definitely states that this is acceptable for permanently
connected equipment.   However, the visual layout is not very user
friendly;--  I can see people getting confused.   I almost missed this last
paragraph because it was visually isolated from the rest of the MOV subject.

Here is the OSM/EE 9/99 Decision list for EN60950.  I believe the section
Rich was referring to is on page 4.  I interpret this to mean:

Pemanently connected equipment connected to protective earth: MOVS between
the mains and protective earth are acceptable in all countries.

This is opposite to what Rich's third indented paragraph states.

Do others agree with my interpretation?

According to the OSM/EE list of decisions dated
9/99...

    Varistors between the mains and the protective
    earth cannot be accepted by the following
    countries:

    Pluggable equipment, Type A:  Austria, Belgium,
    Denmark, Finland, Norway, Sweden, United Kingdom.

    Permanently connected equipment connected to
    Protective Earth:  All countries.

There is no specific mention of concern for possible
increase in leakage current.

I'll send the OSM paper in a separate message.
