Yes, we were applying the discharges too rapidly.  Faster than 1 per 10
seconds did not allow adequate discharge.  faster than 1 per 60 seconds
still did not allow adequate discharge.

So that's 10 minutes a discharge point....and still the test was not
adequate for the intent of the test.
