Earl, The 61000-4-11 is silent on the configuration aspect. There are normative references that I currently do not have, e.g., 1000-4-1 addressing general immunity issues. These references might provide the general guidance missing from this particular standard. If not, then it is up to the company's compliance department to define a position that will be reasonable and legally defensible in the event of an EU audit (TCF and CB rules as applicable).
In general, the approach of "typical use" suggested by Ted and Gherry sound reasonable. If the product was designed to operate with or without the battery, a case could be made for testing without the battery, a worst case scenario. (We have used ours for a couple of years now without the battery. We bought it for portability; don't care about power source independence.) Perhaps this issue is actually one for your quality department as worst case scenarios are usually an issue of product robustness, not necessarily regulatory compliance. If you feel you can easily defend the "typical use" with the battery installed (and charged), then let the quality guys define and validate the drop out and sag requirements for the laptop without the battery installed.
