Do not remove the battery unless the computer has been designed to be used by the customer without the battery. The test should be performed on the computer as it will be sold and used. If the computer is always used with the battery installed, then that is the way to perform the test.
EN 61000-4-11 defines voltage dips as lasting no more than a few seconds and short interruptions as lasting no more than one minute. The test itself uses a 10 second minimum time. Although there is no maximum, long durations are not implied. Obviously, a device such as a notebook computer is designed to run independent of a line voltage supply. There should be no need to push EN 61000-4-11 to extremes to force a failure. Test the computer as it is sold and use the standard test. By its design, a notebook computer survives the voltage dips and interruptions that occur in Europe.
