David, thanks for the paper.  I note that the paper says, "With the
exception of furniture ESD the most severe ESD event is the discharge of a
human through a piece of metal." I understand that a cross vane simulator
was developed to model furniture, but that it has not been incorporated into
the standard.  Is the discharge to a horizontal / vertical coupling plane
intended to model a furniture ESD event?

        The answer is:

          It depends.

        In the 1984 version you do air discharge to metallic surfaces. The
risetime
        in air discharges is determined by many factors. It maybe slower or
faster
        than the 0.7 - 1ns risetime for the later version.

        The physics or air discharge and its risetime are explained in the
attached
        article and its references. Look for the Journal of Electrostatics
article
        1995 as reference.
