Richard, With today's faster circuits low voltage evernts may be more likely a problem than high voltage ones. Low voltage air discharges have much higher di/dt (and therefore interference potential) than high voltage events. A device that passes 15kV may easily fail at 1 kV because the di/di at 1 kV is MUCH higher if it uses logic with sub-nanosecond risetimes.
