John, To reiterate, the equipment is NOT user accessible, otherwise the label would not have been allowed. This part of the equipment is only accessible during servicing operations. It is a locked cabinet in a limited access location.
And all mandatory safety labels must be in the language of the country where the equipment is sold. But again, for non user equipment (i.e., described as above) the labels and instructions may be in English. These are in the IEC 60950 standards; however, I have not yet checked the latest edition.
