"CB" is not a mark. CB (Certification Body) is a short-name for the CB
Scheme, which is the abbreviation for the "IEC System for Conformity
Testing to Standards for Safety of Electrical Equipment" (also know as
IECEE). It is a scheme (means)  for sharing electrical safety test data
and reports among member bodies (30++ countries) in order to gain a mark,
or marks, in those countries of interest to you. In recent years it has
expanded to cover EMC (in some countries) and HazLoc equipment too
(IECEx).

CE Marking is required in the EU and is accepted in some other countries
nearby the EU. It is not a "safety marking", but an indication of
compliance with EC Directives (which may have safety implications).
