Hello Enci, I would ship the product with the USA plug cap intact. If the Customer wants to cut off the ground pin, then that's their decision. Chances are they will void any product warranty if they use the product not as intended. You can't take every corner case and expect to please all your Customers. If you have informed your Customer of the consequences of using your product without a ground, that's all you need to do.
