I don't know how you could get a uniform field one meter deep three meters
from a transmit antenna.  The only way I know to get a deep field for
testing purposes is using a parallel plate, and that has bandwidth and
polarization limitations.  My understanding of the 1000-4-3 calibration is
that the quiet zone is a vertical 1.5 m square plane, located three meters
from the transmit antenna.
