Thanks for the great information! One additional bit that may help complete
the picture....in article 23 of regulation 2037/2000 it says:
Article 23
Repeal
Regulation (EC) No 3093/94 shall be repealed as from 1 October
2000.
References to the repealed Regulation shall be construed as
references to this Regulation.
In comparing 3093/94 and 2037/2000 there is a significant difference in many
areas, particularly in article 5 which contains prohibition language based
on how a banned substance is used. It appears also that some of the dates
have been "relaxed" only a bit from the 3093/94 version.
Of course, as you pointed out, such changes in EU regulations provide no
relief if individual member states have already enacted more conservative
(with regard to prohibition dates) legislation.
