In Japan, utility companies should maintain "100V" mains voltage
within 101V +/- 6V at utility supply point.

I think it is rare to mains voltage goes below 90V at the equipment
point in general, but I think it not bad idea to provide more margin
by designing equipment to work perfectly witin 85V to 110V.
