John, I understand your point in who will suffer. But the current fines that are imposed do not prevent these companies from curtailing their current activities. I believe at least a public humiliation of that company will help subside some of the blatant failures.
By the way I do not work for a test house, I am just trying to clean up and legitimize the rules that were set up by the EC and FCC as well as other EMC laws out there. If these Rules do not have any teeth, then more people will be loosing their jobs because more and more companies will be doing the same. Mark J.
