I maintain that all equipment and apparatus can be classified into one of a few broad categories and that the terms "functionality" and "performance" are distinquishable and their definition is self-evident.
I suggest each Performance Criterion might be re-written as follows: "Criterion A - No loss of function or performance allowed during or after the test. The product must operate as intended and meet its performance specifications. Criterion B - No loss of function during or after the test is allowed. No loss of stored data or operating state is allowed. Degradation of performance during the test is allowed provided it is disclosed in the user documentation, product description, specifications or operating instructions. Criterion C - Loss of performance or function is allowed provided it is recoverable at the end of the test. The recovery may be automatic or manual in nature. No damage to the product is allowed as a result of any EMC immunity test described or referenced in this standard." (no more Criteria A,B or C) Because of the diversity problem, which you still underestimate, that is exactly the solution adopted in EN 55103-2, except that the criteria are still included. This prevents abuse of the defining process, by, for example, requiring the effects of continuous disturbances to fall within Criterion A. In addition, the information has to be available BEFORE purchase: it's too late afterwards! It's acceptable for that standard, because the purchasers of the products have technical knowledge, allowing them to determine if the published degradations are acceptable for a given application.
