EN 300 386V1.3.1 (2001-09) is a harmonised standard published under the EMC
Directive, not the RTTED. It is not a generic standard.  The scope of this
standard covers telecommunications network equipment and excludes terminal
equipment operating beyond network termination points. For compliance with
R&TTE essential requirements only, EN 300 386 is not relevant or
appropriate.

This is the latest list (to the best of my knowledge) published on the 26th
March and EN 300 386 is listed on page 17.

The 300 386 is somehow a generic standard which is not harmonized within the
EU and therefor if you use it you have to take a notified body on board. But
in case of the GSM/GPRS modem the 301 489-7 is applicable and this one is
harmonized. So the opinion os a notified body is not mandatory.
