I do not agree. The comment is very pertinent (it may be impertinent,
simply through terseness, as well). If one relies on information from
mail list messages, one has a good chance of copying other people's
mistakes. Where safety is concerned, this is unacceptable.

Well, now; do you suppose that this point isn't dealt with in the
standard? Accessible circuits that have no connection to the protective
earth conductor require double or reinforced insulation from the mains
supply. 

But don't take my word for it, please read the standard and reassure
yourself.
