Charles, I have used three labs over the last two years. Every single one of them maximized the cables. One of the labs was part of a large company, the other two were smaller privately owned labs. In each of these cases the reports specified that they maximized the cables. This should be the case if the test method defines it. When assessing labs, we specifically look for this to be done, and inspect reports to see if it is addressed. While Accreditation is not a guarantee that cable manipulation is done, the accrediting agency would take a very dim view if the procedure changed once the assessor left. I've often wondered what would happen if the FCC ( for example ) had under cover engineers that took products barely passing to test labs.
