That is pretty close to what the FCC used to do, remember? Testing indoors at one meter, if a product looked like it was a bit lively, they'd move outdoors to three meters and do a full test. Lately, I suspect, the FCC budget -- one legislator not long ago threatened to abolish the FCC -- does not include looking for problems.
