The repeatability of many EMC tests is such that if they took products that
passed by a fair margin to another lab, they might not pass. 

This is particularly relevant to cable maximization. Unless you lay out the
cables in EXACTLY the same way for each test (within a centimetre or so in
some cases), the results WILL be different - maybe better, maybe worse. The
proof of that is a case of 'res ipsa'. If moving the cables had little
effect, no-one would bother about maximization or the converse.
