Every IEC and UL standard I have worked with do not set a leakage limit for dielectric testing for the type testing as they specify insulation breakdown or uncontrolled current flow as failure criteria.
For production line testing UL6500/UL60065 specify a pass/fail leakage limit in appendix R/X for the respective standards. The limit is determined by connecting a 120Kohm resistor across the tester and the leakage current trip limit must be set to trip within 0.5 seconds. So you may want to check the standard you are working with to see if there are any production line leakage limits...............
