EN61010-1 does not show a hipot current spec- just voltages. So now I know
that there is no hipot leakage current spec and I can use DC. The caps are
sized to meet the 3.5 mA touch current test (yes I don't have a copy of a
standard that calls this out but the test house does) yet meet conducted
emissions.

Indeed. The TC81 documents have discussion of the characteristics of the
hazard from lightning and how equipment can be protected in general.
TC37 deals with the specific protective devices.
