Neil, I think that you have already answered your own question. The reason that a moulded power lead (cord) assembly is not dual certified is because of the different cable specifications (not necessarily just the insulation colours, but may include flammability ratings, and voltage ratings), whereas a connector can be dual certified because the certification in that case applies only to the connector and does not include the cable. I am fairly sure that you will not find a dual-certified cable assembly.
Incidentally, unless there is a good reason by virtue of the installation instructions for supplying stripped ends (e.g. the equipment is intended to be only permanently connected) then you should be supplying a power lead with an attached plug for the destination country.
