I do not know what you mean by "EC compliance system" but if you mean that: 1) It is not necessary to comply with Harmonised Standards in order to claim compliance with the Safety Objectives of the LVD, or the Essential Requirements of the R&TTED, then of course you are correct. But if you mean that: 2) If you choose to demonstrate conformity with the Safety Objectives of the LVD, or the Essential Requirements of the R&TTED, by complying with Harmonised Standards - but it really doesn't matter whether the results from a test lab say 'pass' or 'fail' because they have chosen to apply certain CTL decisions or not - then of course you are incorrect. My statement in point 2 is based on the belief that, for a manufacture to state on their declaration of conformity that their product "complies with EN 60xyz" when in fact they have an independent report saying that the unit "fails standard EN 60xyz" would be ill advised and unlikely to impress any court of law. It is clear that you work for some kind of test lab, is your employer part of the IECEE CB Scheme? Regards, Richard Hughes
